Sources: Final 2014-2016 RFS Likely Issued on Nov. 30 Deadline

EPA is likely to release its final 2014-2016 Renewable Fuel Standard (RFS2) targets on its court-ordered deadline of Nov. 30, multiple sources have confirmed to OPIS.

The final rule has been under interagency review by the White House’s Office of Management and Budget since Oct. 30. A slew of stakeholder meetings continue to be held, with the last publicly posted meeting scheduled on Tuesday, Nov. 24.

Sources following the issue had initially pegged the final rule to be released either the Wednesday before or the Friday after Thanksgiving, but now at least three sources say it’ll likely be Monday, Nov. 30.

EPA did not respond to requests for comment by presstime.

If EPA does finalize the rule on Nov. 30, it would coincide with the start of the international climate change conference in Paris, which President Obama will attend. Biofuel advocates have linked the RFS to the upcoming conference, saying it is the only U.S. congressionally enacted law to address climate change in the transportation sector.

In April, EPA announced that as part of a consent decree worked out with petroleum trade groups, it agreed to finalize the 2014 and 2015 targets by Nov. 30.

As part of EPA’s 2014-2016 RFS2 proposal, issued on May 29, the agency aims to scale back conventional biofuel targets to account for concern surrounding the ethanol blend wall, while calling for a greater amount of second-generation biofuels.
