RFS statute ‘constrains’ EPA’s ability to change to an LCFS: Official

While EPA has been asked by the biofuels industry to consider whether it can convert the Renewable Fuel Standard (RFS) program into something that resembles a low-carbon fuel standard, such a move is unlikely because the agency’s ability to make significant changes is “constrained” by the RFS statute, an EPA official said on Tuesday. Speaking at the National Ethanol Conference here, EPA Director of the Office of Transportation and Air Quality Sarah Dunham was asked by Renewable Fuels Association (RFA) President and CEO Geoff Cooper whether EPA is considering the possibility of “converting” the RFS to an LCFS program. “We absolutely understand that there’s a lot of interest,” Dunham said.”There’s been interest for a long time. We definitely are getting comments, and we know that this is going to be a big topic of conversation in our set rule.
