RFA presses EPA to be tough on small refiners

The Renewable Fuels Association, an ethanol producers group, is calling on the EPA to clarify under what circumstances it would grant refiners with capacity of less than 75,000 barrels a day would be grants an exemption from the RFS.

Amid a surge in applications for a waiver — Reuters reports 27 companies applied for a waiver this year — RFA sent a letter to EPA on Wednesday expressing concerns that the agency would grant waivers to the 2018 requirements without tweaking the percentage requirements assigned to each refiner under the program. “The net effect of the Agency’s position, if numerous exemptions are granted, would be to reduce the volumetric RFS mandates outside of the public rulemaking process for establishing renewable volume obligations,” RFA CEO Bob Dinneen wrote.
