¬†EPA Administrator Michael Regan told ethanol supporters in Iowa yesterday that his agency will soon propose annual biofuel blending requirements for this year, well past the deadline from late last year. In promising the annual announcement “as quickly as possible,” Regan led industry groups to speculate that the agency might not wait for the Supreme Court to first rule on a related issue tied to biofuel blending waivers for small refineries. The agency doesn’t necessarily have to wait for that ruling, said Geoff Cooper, president and CEO of the Renewable Fuels Association, a biofuel industry group. Proposed volumes, called renewable volume obligations (RVOs), could be adjusted after the mandatory public comment period. “We believe EPA intends to move forward quickly to publish 2021 and 2022 RVO proposals and does not necessarily feel the need to wait for a ruling from the Supreme Court,” Cooper told E&E News in a statement.
