Agriculture Secretary Sonny Perdue appointed a deputy assistant secretary and a chief information officer today, as he moves ahead with hirings that don’t require Senate confirmation.

Perdue named Donald Bice deputy assistant secretary for administration. Bice has been on the job in an acting capacity since September. And Perdue picked Gary Washington as CIO. Washington has also been serving in an acting capacity.

Bice was formerly associate director of USDA’s Office of Budget and Program Analysis and the performance improvement officer, and he was deputy director for budget, legislative and regulatory systems from 2007 to 2011. He is a graduate of the University of Maryland and has a law degree from American University.

Washington was formerly CIO and director of information technology at the Natural Resources Conservation Service. He has also worked at the Office of Management and Budget, the Food and Drug Administration, and the Bureau of Alcohol, Tobacco, Firearms and Explosives.

He is a graduate of the Federal Executive Institute and holds a Bachelor of Science degree from Strayer University in Washington, D.C.
