Biden’s Push for Electric Cars: $174 Billion, 10 Years and a Bit of Luck

The $2 trillion infrastructure plan that he unveiled on Wednesday is aimed at tackling climate change in part by spending up to $174 billion to encourage Americans to switch to cars and trucks that run on electricity, not gasoline or diesel. That is a large investment but it might not be enough to push most Americans toward E.V.s. Despite rapid growth in recent years, electric vehicles remain a niche product, making up just 2 percent of the new car market and 1 percent of all cars, sport-utility vehicles, vans and pickup trucks on the road. They have been slow to take off in large part because they can cost up to $10,000 more than similar conventional cars and trucks. EPA granting small-refinery exemptions — 88 since 2016 — guts the Renewable Fuel Standard and harms state economies, eight states alleged in amicus briefs filed on Wednesday in a Renewable Fuel Standard Supreme Court case set for arguments on April 27. Several biofuel and agriculture groups also filed briefs with the court on Wednesday, lining up to urge the Supreme Court to uphold a ruling by the U.S. Court of Appeals for the 10th Circuit in Denver in January 2020. Iowa, joined by seven other states, urges Supreme Court to preserve ethanol blending requirement

Iowa Attorney General Tom Miller is telling the U.S. Supreme Court that the economic health of rural communities depends on the justices maintaining strict ethanol blending requirements for oil refiners.  Miller co-sponsored an amicus brief Wednesday that argued against providing more leeway to the U.S. Environmental Protection Agency when it grants waivers from the federal Renewable Fuel Standard. Oil refineries apply for the waivers from the RFS to avoid its mandate that they buy and blend certain amounts of ethanol into gasoline. [ read more … ]

Biofuel groups, states file amicus briefs in SCOTUS SRE case

The Advanced Biofuels Association, Coalition for Renewable Natural Gas, the National Biodiesel Board and a group of eight states on March 31 filed amicus briefs with the U.S. Supreme Court urging the court to affirm the Tenth Circuit Court of Appeals’ January 2020 ruling on small refinery exemptions (SREs). The Tenth Circuit Court of Appeals on Jan. 24, 2020, issued a ruling that struck down three SREs that the court said were improperly issued by the EPA and held that the agency cannot “extend” exemptions to any small refineries whose earlier, temporary exemptions had lapsed. Exclusive: White House asks EPA to study whether EVs can generate renewable fuel credits

The White House has directed the U.S. Environmental Protection Agency to study whether using renewable fuels to power electric vehicle charging should generate tradeable credits under the nation’s biofuels program, two sources familiar with the discussions told Reuters. The proposal could give the fledgling U.S. electric vehicle industry a big boost because it could grant it fresh incentives and a new revenue stream. Lawmakers work to soften governor’s controversial biofuels bill

The amendment would still require fuel retailers to phase out gasoline and prioritize biofuels. Immediately on the passage of the bill, gas pumps would be required to have a “special-use label” for fuel without ethanol, known as E-0. By 2028, E-10 gas — that’s gasoline with 10% ethanol — would also require a special-use label, and all gas stations that sell E-0 would also need to offer E-15, a 15% ethanol blend. The amendment would allow fuel retailers to offer E-0 from any number of pumps.and transition toward biofuels. The bill would immediately mandate gas stations to sell diesel with at least 11% biodiesel — B11 — from April to November. In the winter, there would be no mandatory minimum for biodiesel. The U.S. Department of Agriculture’s forecasts for corn and soybean plantings on Wednesday fell below analyst expectations, sending futures prices for both commodities up by their daily limits.Smaller-than-expected plantings of the two main cash crops in the United States would heighten concerns about global food and animal feed supplies after importers and domestic processors loaded up on grain and oilseeds earlier this year. Shockingly Low Corn and Soybean Planting Intentions Send Markets Limit-Up

U.S. corn export sales already at a record-setting pace, assuming that all corn sold is shipped, would likely result in ending stocks being far lower than the current World Agricultural Supply and Demand Estimates (WASDE) projection. The managed money funds returned to buy corn on Wednesday before the limit-up move. As of midday Wednesday, the option markets suggested that corn would move another dime or more higher overnight.
