Ethanol makers feel the squeeze

One ethanol industry executive called it the “hangover effect.” About three-fourths of U.S. ethanol plants either lost money or merely broke even in the first quarter after federal incentives to blend the corn-based fuel expired, according to data released at an industry conference Tuesday. The slide in profit margins, after a strong fourth quarter in 2011, happened mainly because oil companies and gasoline suppliers stocked up on ethanol to capture the 45-cent-per-gallon federal blender subsidy before it expired Dec. 31 — then slowed their buying, industry officials said. Orgeon Gov. John Kitzhaber releases draft of Oregon’s 10-year energy plan

Gov. John Kitzhaber on Tuesday released a new draft of his 10-year energy action plan that outlines a host of regulatory and legislative measures to boost conservation and renewable energy and transform Oregon’s transportation sector to use less fuel and emit less greenhouse gases.The plan calls for meeting 100 percent of Oregon’s electricity demand growth during the next 10 years through expanded conservation and efficiency programs. The state will start at home, with a state building innovation lab and retrofits of up to four million feet of state-owned office space. The plan also calls for expansion of conservation tax incentives, the Small Scale Energy Loan Program, and programs like Clean Energy Works that coordinate bank-funded home retrofits with repayment on utility bills.
