Subject: Summary of Recent RFS Related Activities

We’ll talk more about activates surrounding the recent release by the U.S. Environmental Protection Agency (EPA) of the proposed biofuels levels for 2014.during our conference call on Friday. That agenda will go out tomorrow morning.  In the meantime, here’s a brief summary with links to relevant documents:

EPA Hearing

On December 5, 2013, EPA held a hearing meeting to discuss the proposed changes to the RFS. The event drew about 300 persons with 150 of those signed-up to testify. Governor Terry Branstad, the Coalition’s Chair, presented an effective and energized defense of the RFS, saying it would have an “unbelievable negative ripple effect all through rural America.” He added, “The EPA is now caving in to the demands of Big Oil, who has always resisted renewable fuels – from the very beginning.” A link to the EPA’s proposed rulemaking follows:

Senate Hearing

On December 11, 2013, The U.S. Senate Committee on Environment and Public Works held a hearing on EPA’s proposed RFS biofuel levels for 2014. The hearing included testimony from biofuel trade associations, environmental groups, and others. Committee Chairman Barbara Boxer (D-CA) opened the hearing saying “Advanced and cellulosic biofuels play a very important role in the RFS, and I personally believe that the federal government should promote their use.” A link to the Committee webpage with a list of witnesses and their testimony follows:

Governors’ Biofuels Coalition RFS Strategy Meeting

On December 12, 2013, the Coalition met in Washington, DC to discuss actions in support of the RFS. Following are the resulting substantive results of the meeting:

• Proceed with the Coalition’s RFS comment and cover letter development and review process. A draft will be circulated the week of January 6.

• Collect RFS letters that have been developed by individual governors and share them with Coalition representatives.

• Arrange a meeting for the governors with Obama Administration officials to respond to the request for suggestions on how best to grow the biofuels market.

• Hold a follow-up call to the RFS strategy meeting the week of January 6, 2013.
