Midwest House members seek to block retroactive RFS cuts

Midwestern House lawmakers from both parties have introduced legislation to stop EPA from making any retroactive cuts to biofuels blending obligations under the renewable fuel standard (RFS), as the agency nears issuance of proposed volumes for 2021 and 2022 and a possible reduction in 2020 volumes. … Biofuels groups voiced their support for the bill. Renewable Fuels Association (RFA) President and CEO Geoff Cooper said Nov. 23, “Retroactively slashing renewable volume obligations long after they have been set would throw the RFS program into turmoil and reward a small group of defiant oil refiners for their bad behavior” in not complying with the program. “RFA strongly supports this bill because it would prevent refiners from rigging the game and it would keep EPA from moving the goalposts.”
