The California Air Resources Board is targeting a January 2024 debut for its updated Low Carbon Fuel Standard scoping plan, but the more ambitious carbon intensity reduction targets proposed by the agency in November could push the final rule-making to the middle of that year, a CARB official said Thursday. “We’ve got a lot of work ahead of us,” Matthew Botill, chief of CARB’s industrial strategies division, said here at OPIS’ 11th Annual LCFS and Carbon Markets Workshop.

Botill said the agency is in the first stage of its lengthy rule-making process, soliciting stakeholder feedback during a series of informal workshops that could last 12 to 18 months. CARB recently extended the deadline for feedback to Dec. 22 from Dec. 2, with plans for additional workshops in 2023.
