Environmental groups are suing EPA over changes the agency made last year to its air toxics standards for oil refineries. Air Alliance Houston and 10 other groups filed the lawsuit last month in the U.S. Court of Appeals for the District of Columbia Circuit, challenging the agency’s denial of an earlier petition to reconsider amendments to the emissions rule. The groups objected to EPA’s handling of cancer risks and other aspects of amendments to the Obama-era 2015 standards released early last year, according to the petition, filed in April. The roughly 140 refineries in the United States emit at least 17,200 tons of benzene, dioxins and other “highly hazardous” air pollutants each year, the petition said.
