EPA RFS Proposal Public Hearing Details Outlined

EPA is publishing a Federal Register notice on Thursday announcing further details for its Renewable Fuel Standard (RFS2) public hearing scheduled for later this month in Kansas City, Kan.

The June 25 public hearing was first announced on May 29 when EPA issued its 2014-2016 RFS2 proposal.

According to an advanced copy of the Federal Register notice, the public hearing will be held at the Jack Reardon Center, beginning at 9 a.m. CT “and end when all parties present who wish to speak have had an opportunity to do so.”

Parties wishing to testify should contact Julia MacAllister from EPA’s Office of Transportation and Air Quality, Assessment and Standards Division, with an e- mail address of macallister.julia@epa.gov.

“The public hearing will provide interested parties the opportunity to present data, views or arguments concerning the proposal,” the advanced Federal Register notice explained. “The EPA may ask clarifying questions during the oral presentations, but will not respond to the presentations at that time. Written statements and supporting information submitted during the comment period will be considered with the same weight as any oral comments and supporting information presented at the public hearing. Written comments must be received by the last day of the comment period, as specified in the notice of proposed rulemaking,” EPA added.

A separate Federal Register notice will be published regarding the 2014-2016 RFS proposal. Once that occurs, the proposal will be open for comment until July 27.

As OPIS reported on Friday, EPA is proposing to scale back conventional biofuel targets to account for concern surrounding the ethanol blendwall, while calling for a greater amount of second-generation biofuels.
