EPA publishes RVO proposals in Federal Register, seeks comments by Feb. 4

EPA will accept comments through Feb. 4 on its proposed 2022 and 2021 blending targets under the Renewable Fuel Standard (RFS) program as well as potential retroactive changes to the final 2020 Renewable Volume Obligation (RVO). The agency’s package of proposals, which was released on Dec. 7, was published Tuesday in the Federal Register. EPA said it plans to reduce the 2020 RVO to 17.13 billion gal from the previous approved 20.09 billion gal because of the sharp COVID-19 drop in fuel demand last year and the likelihood that it will approve fewer small-refinery exemptions (SREs) for the 2020 compliance year. The agency also put forth a total 2021 blending target of 18.52 billion gal — a level equal to its estimate of how much biofuel will be used this year — and proposed a 2022 RVO of 20.77 billion gal.
